City manager proposes higher procurement thresholds and a $50,000 façade grant program

City Manager Johnson asked commissioners at a March 10 workshop to consider raising the city's purchase-order and requisition thresholds and to add seed funding for a Façade Grant Program.
Johnson said the current purchase-order and requisition limits are outdated and proposed increasing the purchase-order limit to $2,500 and the requisition amount to $1,000 because what cost $1,000 two decades ago now costs substantially more. Commissioner Keith suggested higher levels — $3,000 for purchase orders and $1,500 for requisitions.
Separately, Johnson proposed adding at least $50,000 to next year’s budget to establish a Façade Grant Program that would award five $10,000 matching grants to help local businesses improve their storefronts. Johnson said the board can revisit the proposal during the first budget workshop in April. The workshop record does not show a final decision or an approved appropriation.
