Nemaha County commissioners approve Pawnee interlocal road pact, juvenile services contract and routine business

The Nemaha County Board on Feb. 11 unanimously approved an interlocal road maintenance agreement with Pawnee County, adopted several resolutions including an appointment to the SE Regional Governance Board, approved a juvenile services contract with Sarpy County (noting a per-diem increase to $300), authorized a fund transfer, and approved routine claims and administrative items.
The Nemaha County Board of Commissioners on Feb. 11 approved an interlocal agreement with Pawnee County for road maintenance and construction, adopted several resolutions, signed a juvenile services contract with Sarpy County and handled routine administrative business during a meeting in Auburn.
Chairman Michael Weiss called the meeting to order at 8 a.m. and, with Commissioners Mike Hall and Bryan Mellage present, the board first approved the meeting agenda and the Jan. 28, 2026 minutes. The board voted unanimously to approve the accounts-payable claims as presented and separately approved a late-filed invoice for "Critical Hire – Dr Tatman" under Nebraska State Statute §23-135 after a motion by Commissioner Mike Hall and second by Commissioner Bryan Mellage.
The most significant intergovernmental action was the board's approval and signing of an Interlocal Agreement for Road Maintenance & Construction with Pawnee County and adoption of Resolution 2026-05, which addresses details related to adjoining roads. Commissioner Bryan Mellage made the motion to approve the interlocal agreement, seconded by Commissioner Mike Hall; the vote was recorded as Mellage, Weiss and Hall voting aye.
The board also adopted Resolution 2026-04, appointing Nahum O. Winder as an alternate member to the SE Regional Governance Board. That motion was made by Commissioner Hall and seconded by Commissioner Mellage and carried unanimously.
On juvenile services, the board approved and signed a Juvenile Services Agreement with Sarpy County for safekeeping of youth at the Sarpy County Juvenile Justice Center. The minutes note the per-diem rate will increase to $300.00 per day from the current $235.00 per day, effective May 1, 2026. The motion to approve the agreement was made by Commissioner Mike Hall and seconded by Commissioner Bryan Mellage; all three commissioners voted aye.
Financial and personnel actions included approval of the semi-annual leave report listing vacation, compensatory and sick leave owed to county employees as of Feb. 1, 2026, and approval of a transfer of $7,378.40 from the 2915 Emergency Management Fund to the 0100 General Fund. The board authorized Treasurer Jana Gerdes to make similar transfers from the Emergency Management Fund to the General Fund through June 30, 2026 without prior board approval. That transfer was approved on a unanimous vote.
Other routine items approved by the board included adoption of Resolution 2026-06 approving a subdivision for KGS LLC in Section 20, T5N R14E; declaring a KIF 60-inch plow/blade for a four-wheeler as surplus; approval of a driveway agreement for Renae Allen at 63851 726 Road, Auburn; and purchase of a laptop for Road District #3. The board deferred consideration of the One- and Six-Year Road and Street Plan until its Feb. 25 meeting.
The meeting included approval of a lengthy claims list spanning multiple funds and vendors as presented by County Clerk Diane Johnson. With no further business the board adjourned at 10:13 a.m. Diane Johnson, Nemaha County Clerk, certified the minutes.
