Nemaha County commissioners approve December fuel bid, payroll increase, ROW and several tax strikes

At their Nov. 19 meeting in Auburn, Nemaha County commissioners unanimously accepted a December fuel bid from Sapp Brothers, approved a 2.5% payroll increase for Suki Fischer, moved December meeting dates, granted a right-of-way for OPPD and voted to strike several long-unpaid mobile-home tax obligations under state statute.
The Nemaha County Board of Commissioners on Nov. 19, 2025, in Auburn approved a series of routine but consequential administrative actions, including accepting a December fuel bid, approving a payroll increase for a county employee and approving a right-of-way application for the Omaha Public Power District.
The actions — each adopted by unanimous roll call vote of Commissioners Mike Hall, Bryan Mellage and Chairman Michael Weiss — came during the board’s regular meeting at the Commissioners’ Chambers. County Clerk Diane Johnson recorded the meeting and the votes.
The board accepted a fuel bid from Sapp Brothers for December 2025 with prices listed in the minutes as $3.529 per gallon for #1 clear diesel, $3.079 for #2 clear diesel and $2.359 for regular with ethanol. The motion to accept the bid was made by Commissioner Bryan Mellage and carried on a roll call vote with Commissioners Hall and Weiss joining.
Commissioner Mike Hall moved and Commissioner Mellage seconded approval of a 2.5% payroll increase for Suki Fischer, effective Nov. 15, 2025; the board specified the increase is not retroactive to July 1, 2025. The motion passed by unanimous roll call.
The board also approved scheduling changes for December meetings, moving the Dec. 17 session to Dec. 16 due to the Nebraska Association of County Officials (NACO) convention in Kearney, and moving the Dec. 31 meeting to Dec. 30 to accommodate year-end balancing. That motion passed unanimously.
Chairman Michael Weiss moved and Commissioner Mike Hall seconded approval of Right of Way application #2025-16 for the Omaha Public Power District for work at Highway 136 between 627 Avenue and 629 Avenue; the motion carried on a unanimous roll call.
Treasurer Jana J. Gerdes asked the board to strike unpaid taxes on certain mobile homes, cabin trailers and manufactured homes that had been on distress warrant for two or more years under Nebraska statute 77-1738. The board approved several individual motions to strike unpaid taxes for the parcel IDs listed in the minutes (including IDs 640082491, 640083293, 640098541, 640074634 and 640082750); each motion was moved, seconded and approved by roll call (ayes recorded for Hall, Mellage and Weiss).
Gerdes also presented distress warrants issued for 2024 and prior years for personal property and real estate taxes on mobile homes; the minutes record the presentation but do not show further board action on those warrants at the Nov. 19 meeting.
The board declared a Chevrolet crew-cab pickup topper surplus property and approved Sheriff Brent Lottman’s request to purchase a new sheriff cruiser using the Nebraska State Bid process; both motions passed by unanimous roll call.
Two items — sealed bids for a 2025 or newer pup trailer and for a 2025 or newer semi truck tractor — were tabled for future consideration. The Highway Superintendent also noted that Bridge #C006423450 (Box Culvert Project C-64(252) Nemaha Southeast) will be bid on Dec. 3, 2025.
With county clerk and treasurer reports noted, the board adjourned at 11:05 a.m.
