Nemaha County commissioners approve routine claims, MOU with state veterans agency and assessor mapping upgrade; tabling major equipment bids

The Nemaha County Board of Commissioners voted Nov. 5 to approve routine accounts-payable claims, authorize a memorandum of understanding with the Nebraska Department of Veterans’ Affairs and approve a $4,281.06 mapping-system update for the county assessor, while tabling multiple equipment bids for further review at the board’s Nov. 19 meeting.
Chairman Michael Weiss presided over the meeting in the Commissioner’s Chambers at the Nemaha County Courthouse. The board approved the meeting agenda and Oct. 22 minutes before taking up claims. The board approved accounts-payable claims as presented; a separate claim to Weiss Construction was approved on a motion by Commissioner Mike Hall, seconded by Commissioner Bryan Mellage, with Weiss recorded as abstaining. The board also approved a late mileage claim for Jill Hahn under Neb. Rev. Stat. §23-135 (motion by Weiss, seconded by Hall; roll call: Hall, aye; Mellage, aye; Weiss, aye).
The board voted to approve and sign a Memorandum of Understanding between the Nebraska Department of Veterans’ Affairs and Nemaha County (motion by Mellage, seconded by Hall; roll call: Hall, aye; Mellage, aye; Weiss, aye).
County Assessor Mallory Lempka requested an update to the assessor’s mapping system. The board approved the purchase at a total cost of $4,281.06 — a new computer for $2,241.06 and an Agland Calculator tool for $2,040.00 — to be paid from the Assessor’s budget; the minutes note any budget overage will be adjusted at the end of the fiscal year (motion by Hall, seconded by Mellage; roll call: Mellage, aye; Weiss, aye; Hall, aye).
The board adopted Resolution #2025-29, the year-end certification of the County Highway Superintendent for 2025 (motion by Mellage, seconded by Hall; roll call: Weiss, aye; Hall, aye; Mellage, aye) and signed the related year-end certification for determining incentive payment for 2025 from the State of Nebraska (motion by Hall, seconded by Mellage; roll call: Hall, aye; Mellage, aye; Weiss, aye).
On procurement matters, the board opened sealed bids for a 2025-or-newer pup trailer for Road District #2. Two bids were received — Cornhusker 800 Truck Equipment for $59,380.05 and Jim Hawk Truck Trailer for $58,695.00 — and the board voted to table the decision until Nov. 19 to allow further review (motion by Hall, seconded by Weiss; roll call: Mellage, nay; Weiss, aye; Hall, aye). The board also opened multiple sealed bids for a 2025-or-newer semi truck tractor for Road District #3 (bids ranged from $147,500.00 to $196,485.00) and similarly tabled consideration until Nov. 19 (motion by Hall, seconded by Mellage; roll call: Weiss, aye; Hall, aye; Mellage, aye).
The minutes show the county reviewed a TextMyGov proposal (first-year cost $5,000; recurring $3,500 annually) for the County Treasurer and County Assessor but decided to first try Everbridge, which the minutes record as free to use. The board also reviewed the Nemaha County audit report for July 1, 2024–June 30, 2025 prepared by the Nebraska State Auditors and noted an intent to purchase software to better monitor fuel usage.
The meeting adjourned at 11:45 a.m. The board’s next scheduled meeting is Nov. 19, 2025.
