Wichita Falls ISD board hears Third Futures performance report and approves procurement, bus purchase and policy updates

Cody Blair introduced an administrative recommendation from Third Futures and invited Seth Craig to present network data. Craig said the network saw rapid short-interval gains—citing data points such as "1.1 of growth in 4 and a half months" on assessments—and noted an 81% positivity rate on a recent staff-culture survey. He described professional-development and instructional strategies intended to sustain accelerated growth and close achievement gaps.
In follow-up discussion trustees pressed for more detailed middle-of-year assessment data and for targeted interventions to support campuses with large instructional gaps. District staff described unit-assessment dashboards and color-coded data sheets used to identify students for tiered intervention.
On formal business the board approved several administrative recommendations by voice vote:
- Procurement method for the Zendy elevator modernization: staff recommended competitive bidding for replacement projects exceeding $50,000 (per district policy CV(Local)); the board approved the competitive bidding method by voice vote (recorded as aye, no recorded opposition).
- Purchase of six new school buses: trustees approved buying six IC buses from Longhorn Bus Sales for $930,446, to be paid from fund balance; staff noted Longhorn is the only Texas-certified seller of IC buses and the acquisition is slated to be completed by year-end.
- Canva for Education renewal: the board approved a three-year renewal of the Canva for Education license, offered at no cost to districts.
- TASB policy manual update (01/26): trustees accepted the recommended policy updates submitted by the assistant superintendent of operations.
- Approval of a proposed applicant pool for human resources: the board approved the proposed pool as recommended by the HR director.
After the votes the board announced it would go into closed session to deliberate personnel matters under Texas Government Code §551.074; any final votes would be taken in open session.
