Fulton County commissioners approve Elect IT lease, IT staffing SOW and upgrades to emergency dispatch equipment

Fulton County Commissioners on Dec. 23 approved a five-year lease with Elect IT Solutions for county office space, an IT staffing and support services statement of work, and a series of operational purchases and contracts intended to support county technology and emergency services.
Commissioner Randy H. Bunch called the meeting to order and moved to approve minutes from Dec. 16, 2025; the board approved the minutes. Commissioner Hervey P. Hann moved to approve payroll dated Dec. 26, 2025 in the amount of $145,032.44; the motion passed unanimously.
Commissioners met with Rick Grissinger and Nelson Witmer of Elect IT Solutions to discuss contracting and facilities. Commissioner Hann moved to approve and execute a five-year lease for office space at 101 Lincoln Way West in McConnellsburg at $250 per month with no scheduled increases, to begin when the space becomes available; the motion carried. The board also approved SOW # ETM12042025-001 with Elect IT Solutions for IT staffing and support services.
As part of the same IT request, Grissinger presented a quote for a View Station for the Treasurer’s Office. Commissioner Bunch moved to approve an Amazon quote for the View Station in the amount of $784.22; the board approved the purchase.
Commissioner Bunch moved to approve CCAP PComp Contribution 1st Installment Invoice No. INVO62458 for $5,575.00; the motion passed. The board also approved a revision to the county HR Manual (Section 213, “Travel”), requiring employees to seek prior approval from the commissioners in writing before using a personal vehicle for county business.
EMA/911 Director Brian Barton told the commissioners that the dispatch clocks in the communications center are more than 20 years old and need replacement. "Pre Alert is in place," Barton said, adding that the Pre Alert information has been distributed to local fire departments. Commissioners approved a ComPros quote for two dispatch clocks, including hardware and installation, for $4,940.00.
The board approved the 2026 Mission Critical Partners Regional Support Contract for Professional Services, which the minutes note is fully grant funded. They also approved a two-year Hazmat Team agreement with McCutcheon Enterprises, Inc., with payment amounts of $2,500 for fiscal year 2026 and $7,500 for fiscal year 2027.
The meeting adjourned at 11:21 a.m. All motions recorded in the minutes were recorded as "all in favor," with Commissioners Bunch and Hann voting to approve items and Commissioner Steven L. Wible noted as absent.
