The meeting, called to order by Commissioner Randy H. Bunch, recorded the presence of Commissioners Bunch, Steven L. Wible and Hervey P. Hann and Chief Clerk Stacey M. Shives. After opening formalities and no public comment, the board approved previous meeting minutes and the Dec. 30 Salary Board minutes on motions by Commissioner Steven L. Wible.
In a series of routine organizational actions, the board adopted the 2026 Board of Commissioners By-Laws under the County Code and the Act of Aug. 9, 1955 (16 Purdon, Sections 503 and 509, as amended). Commissioners confirmed reappointments to the Bedford Fulton Joint Recreation Authority: Eric Weisbrod (term to Jan. 1, 2029), Paul Johnston (term to Jan. 6, 2030) and Greg Henry (term to Jan. 5, 2031).
Commissioner Hervey P. Hann moved and the board approved a package of county reappointments for 2026. Those recorded in the minutes include Solicitor Jim Stein & DSS Law; Chief Clerk Stacey M. Shives; Tax Claim Bureau Director Amy Bishop; Chief Assessor Melissa Gordon; Sealer of Weights & Measures (Pennsylvania Department of Agriculture); Director of VeteransAffairs Richard Newman; and county engineers Keller Engineers and CES Engineering. Separately, the board reappointed Amy Bishop as interim county treasurer for 2026.
The commissioners also designated committee and board assignments for the year. Among the assignments recorded were membership on the Permanent Salary Board and the County Treasurer Retirement Board (all three commissioners and the chief clerk/treasurer where noted), participation on regional planning and grant committees including the Southern Alleghenies Planning & Development Commission committees, representation on the Fulton County Industrial Development Association/Authority roles, and listings of various advisory and grant panels. Minutes state the full slate of assignments; separate Salary and Retirement Board reorganizational meetings were held at 9:00 a.m. and are on file.
On financial business, the board approved accounts payable totaling $229,387.17, with line items shown in the minutes (General Fund $53,157.03; Liquid Fuels $13.41; Independent Living $12,558.01; SFC Evidence Based Practice $12,650.30; Law Library $2,637.72; 911 $11,326.59; Act 13 Marcellus Shale Recreational $7,000.00; Capital Projects $75,662.44; Debt Service $28,783.34; Krivak Trust Fund $25,598.33). The board also approved an RBA invoice for $7,957.31 and payroll in the amount of $122,828.46.
Commissioner Randy H. Bunch moved to appoint Michael Beatty as chairman of the Farmland Agricultural Land Preservation Board for 2026; the motion passed unanimously. The minutes record the meeting adjourned at 10:37 a.m.
The minutes note that separate, more detailed minutes exist for the Salary and Retirement Board reorganizational meetings. No votes or motions in the record were opposed or amended; each recorded motion passed "All in favor."
