The Fulton County Board of Commissioners met March 3, 2026, in McConnellsburg and approved routine financial and personnel actions, including accounts payable of $335,634.88 and payroll of $132,711.81.
The board — Commissioners Randy H. Bunch, Steven L. Wible and Hervey P. Hann — unanimously approved the accounts payable packet, which included $291,026.05 from the General Fund and smaller sums from Liquid Fuels, 911, Hazmat, Domestic Incentive, Medical Assistance Transportation, Debt Service and pass-through funds. Commissioners also approved payroll dated March 6, 2026 for $132,711.81.
Domestic Relations Director Tina Gress submitted a letter of retirement after 25 years with Fulton County; the board regretfully accepted her retirement effective July 11, 2026. Commissioners noted Gress’s prior work with the Fulton County newspaper, her work as a realtor and her service on the Fulton County Medical Center board. No successor or transition plan was recorded in the minutes.
The board approved a Krivak Trust application request up to a maximum of $35,000; the minutes state the applicant’s information is confidential under HIPAA. Commissioners described the action as approval of assistance from the Krivak Trust and did not record additional eligibility details in the minutes.
Personnel actions included approval to hire Laurel Griest as Office Deputy I for the Prothonotary’s Office, effective March 4, 2026; a separate Salary Board convened to set the new hire’s salary and minutes for that action are on file. The board also approved a travel request for Chief Probation Officer Dan Miller to attend the annual CJAB Conference April 20–22, 2026.
On procurement and administrative items, commissioners approved a lease from DBB (Doing Better Business) for a printer for MDJ Heming’s office with a total contract price of $3,647.00 and approved a Plan Asset Invoice from Conrad Siegel to be paid from plan assets in the amount of $3,844.25. The board authorized a CDBG delegation of signing authority to HR Administrator Mary Huston and Commissioners Wible and Bunch to submit invoices to SEDA COG.
County auditors Penny Kipp, Rebecca Kendall and Holly Falkosky reviewed audit materials with the board during the meeting. The board also approved the February 2026 Pension Fund Report presented by HR Administrator Mary Huston and granted a burial expense application for veteran Gary Allen Myers, who served in the Air Force during Desert Shield/Desert Storm.
Throughout the meeting the board entered multiple executive sessions for personnel matters (10:15–10:29 a.m.; 10:48–11:45 a.m.; 12:25–12:37 p.m.). Where minutes record confidential personnel discussion or HIPAA-protected applicant information, the record notes confidentiality and no further details were included in open minutes.
Building and Maintenance Director Brad Seville provided an update on Phase II renovations for the county’s newly purchased building on Lincoln Way West in McConnellsburg. The meeting adjourned at 1:03 p.m.
