Fulton County hires enforcement officer, adopts 2026 pay scale and updates health-insurance opt-out

Fulton County commissioners unanimously approved several personnel actions on Jan. 13, including the hiring of Angie Horton for the Domestic Relations Union position "Enforcement Officer 1," effective Jan. 26, 2026.
Domestic Relations Director Tina Gress requested approval to fill the vacancy. Commissioner Randy H. Bunch moved to hire Horton, and a brief Salary Board meeting set Horton’s salary in accordance with the Collective Bargaining Agreement; separate Salary Board minutes were filed.
The board also approved the 2026 pay scale as presented by HR Administrator Mary Huston and adopted a revision to HR Manual Section 212, "Employee Benefits," adding an opt-out payment provision. The approved opt-out language reads in part: "Opt-out of health insurance: Effective January 1, 2026, any eligible employee waiving health insurance coverage will receive a monetary payment that is pro-rated according to what is waived for that year. The maximum amount paid in a calendar year will be $1,020 ($85/month). The waiting period will be excluded when calculating payment. This opt-out will be paid with the final payroll in December or upon your resignation. You must leave in good standing in order to receive this payment." The board recorded the approvals as unanimous.
The meeting record also shows multiple executive sessions for personnel matters conducted during the agenda; those sessions were entered and exited by unanimous motions recorded in the minutes.
