The board approved Cherokee County Schools’ request to use $54,211.55 in sales-tax funds to repair boilers at Andrews Middle School, Murphy Elementary School and Hiwassee Dam School. Commissioners also approved smaller contingency expenditures to outfit a Ford Explorer for the Sheriff’s Office ($7,626) and to upgrade the detention center’s fingerprint machine ($36,000). The board approved use of contingency funds ($11,550) plus $16,500 in sale-of-asset proceeds to buy a new ambulance.
The board approved a $500,000 budget revision to fund the county revaluation process and separately authorized a contract with Vincent Valuations to perform the 2028 reappraisal of real property. Discussion of the county’s revaluation cycle also appeared on the agenda; the board took no separate action on a proposed resolution related to the revaluation cycle during this meeting.
Commissioners tabled discussion of funding for the Valley River Humane Society until the Dec. 1 meeting.
On emergency services and equipment, the board approved a contract to provide Cherokee County EMS services to the Eastern Band of Cherokee Indians (EBCI). Emergency Management requests by Sam Davis to use Rescue Funds were approved for a second drone ($13,368.68) and hi-visibility shirts for the Search and Rescue team ($2,000). The board authorized staff to apply for two grants: a Hazard Mitigation Grant to purchase three on-site backup generators, and an NC Community Foundation grant proposal consisting of three $25,000 projects (GMRS repeaters on existing towers, 15 additional VIPER handheld radios, and equipment to build and equip a mobile command trailer).
The board approved several administrative and property actions: sale of Lot 36 at Angel Mountain Estate (1.04 acres) with a $12,000 minimum reserve; approval of tax releases, refunds and the NCVTS report; and authorization to provide 15–20 loads of fill dirt from an industrial site to support Tri-County Community College’s workforce housing project. Commissioners also voted to send a letter to the N.C. Department of Transportation requesting studies for a turn lane at Murphy Elementary School and reconfiguration of the Highway 64/Spur 60 intersection, and they approved a letter of support for the Welcome Home Veterans Event.
