Rockwall ISD trustees approve multiple facility contracts, accept middle-school completion and return savings to bond program

At its regular meeting the Rockwall ISD Board of Trustees approved a package of facilities actions and contract awards covering roofing projects, a recently completed middle school, maintenance repairs, flooring replacement and a parking-lot expansion.
Mr. Carter, the district’s finance/operations presenter, summarized prior contract awards and recommended acceptance of project completion for roofing at Pullen (Precision's Roofing) and Springer (CS Advantage) with deduct change orders that reduced final contract values. He said both projects were funded from the district’s 2021 bond program and recommended the senior chief financial officer be authorized to execute final payments.
The board approved the roofing project completions and the recommended deduct change orders by recorded vote.
On Ursula Rayco Middle School — the district’s first middle school built in roughly two decades — administration said the guaranteed maximum price (GMP) originally authorized to Northstar Builders Group was $90,797,602 and recommended change orders that produced a net contract figure of approximately $87,361,966; trustees praised the project for being completed on time and under budget and approved acceptance of project completion and final payment authorization.
Trustees also approved a cooperative-purchase contract to A.L. Moser Drilling to repair the Rockwall Heath High School irrigation well for a recommended total award of $172,247.45 (including a $25,000 owner’s contingency) from the district’s general operating fund after administration reported satisfactory vendor reference checks.
The board approved a flooring and carpet replacement contract at Rockwall Heath High School to Gomez Flooring (base $492,843 with a $60,216 alternate to replace performing-arts-center flooring) for a combined recommended award of $553,059 from the 2021 bond program. Trustees asked about carpet type and received assurances that the district is moving to a commercial carpet tile product for easier repairs and standardized stock.
In other construction business, trustees approved naming Verigee as the construction manager at risk for central-plant HVAC replacement at Rockwall High School and Rockwall Heath High School (pre-construction fee $25,000, a 5% construction-manager fee and 2.5% general-conditions fee) and authorized contract execution by the senior chief financial officer after legal review.
The board also approved consultant design services for a Sharon Shannon Elementary School fire-alarm replacement project and awarded a contract to BWC Education Group LLC in the amount of $495,000 (with a recommended $75,000 owner’s contingency) for the Ursula Rayco Middle School parking-lot expansion. Administration said the parking-lot scope was identified after stakeholders requested additional spaces and would add roughly 85 spaces; the parking-lot award passed 5–1–1 (five in favor, one opposed, one absent).
All facilities contract costs tied to bond projects were described as payable from the 2021 bond authorization unless otherwise noted; routine authorizations to execute final payments were given to the senior chief financial officer.
