Staff recommended Texas Air Systems as the lowest-cost proposer and solicited an optional 10-year parts-and-labor warranty quoted at $173,912; if the warranty is included the total award would be $3,732,004 to be paid from the 2021 bond authorization. Board members asked about warranty response times and the effect of long lead times for major central-plant components.
The board also authorized consultant design services and a competitive sealed-proposal delivery method for the Celia Hayes Elementary roof replacement. Administration estimated the project budget at roughly $200,000 and reported Armco Inc.s lump-sum fee proposal of $23,500.
Other approvals included the 2026-27 district calendar (first day for students Aug. 13; last day May 25, 2027; fall break Oct. 12-16; winter break Dec. 21-Jan. 4; spring break Mar. 15-19), adoption of the order of election for the Rockwall ISD general election on May 2, 2026 (trustee places 6 and 7), and local policy updates (AF, DEC, DGBA, EB, EEP, FNG, GF) that align district policy with the innovation plan and statutory provisions. Administration noted one notable policy change in DEC Local that allows certain employees the option to take FMLA without concurrently using paid leave in cases involving pregnancy, birth or adoption.
