County engineer says ADA and Title VI plan tweaks required by INDOT; commissioners approve amendments

Madison County's county engineer told commissioners the county must amend its ADA transition and Title VI compliance plans to satisfy INDOT reviewers and preserve eligibility for state and federal funding for road projects.
"As you know, on an annual basis, we have to update our ADA transition and title 6 compliance plans," said Jessica Baston, county engineer. She said INDOT has requested changes to assurances in Appendix A and asked for additional inspection information on assets located in the public right of way; Baston and staff completed targeted inspections and included the results in the revised plans.
Baston said the required changes were "very benign" and things the county already performs, and she asked the board to accept the two revised/amended plans and sign the pages so they could be resubmitted. Commissioners moved and approved the amendment and acceptance of the Title VI and ADA transition plans by voice vote.
Baston noted INDOT is reviewing many counties' plans with limited staff and that the county had previously made adjustments to align with new federal administration requirements. The action preserves the county's continued eligibility to receive state and federal transportation funds.
The board did not record a roll-call tally; approval was by voice vote. Staff will submit the signed, amended plans to INDOT.
