Madison County Council approves multiple grants, library appointment and capital repairs

The Madison County Council voted to approve a series of grant appropriations, a library board appointment and capital repairs during its meeting.
A resolution authorizing $30,000 for ADA improvements at the LaPels Lions Club building and additional local-match funding for rural transit passed after a staff presentation. "Their restrooms aren't ADA compliant... we will cover some of them," the presenter said while noting the town would likely cover remaining costs.
The council approved GRAMA allocations recommended by the Madison County Coalition Against Substance Abuse. Steve Richardson, the coalition's director, listed recipients across prevention, treatment and justice categories and said the sheet before council reflected total allocations for the organizations. A motion to approve the GRAMA grant recommendations passed by voice vote.
Council members also approved multiple public-health and criminal-justice grants presented by the health department and problem-solving courts, including a $20,000 hazardous materials emergency preparedness training grant, a $34,900 lead grant for testing and equipment, a $150,000 State Homeland Security equipment grant, and several IOCS/DOC awards for drug court, reentry and mental health programs (one DOC drug court request was deferred to March due to auditing issues).
Scott Hartless, the highway superintendent, notified the council of unappropriated highway funds that will return next month for cleanup appropriations. Andrew Hannah requested appropriation of state funding for the multi-county high-tech crime unit administered through his office.
Speaker 6 presented a request to use the capital asset and improvement fund for two items: a Baker Tilly professional services contract not to exceed $20,000 to develop an 8-10 year capital improvement plan, and $34,169.55 for facility repairs and equipment (windows, parking-lot cameras, bollards). After discussion, the council approved both items by voice vote.
The council also renewed an appointment to the North Madison County Public Library Board.
Votes recorded in the meeting included the Lions Club/transit resolution, the GRAMA grant allocations, the Baker Tilly capital plan contract up to $20,000 and the capital repairs appropriation. Several items were approved by unanimous voice vote.
What's next: departments and grant recipients will receive formal notification for award distributions, and the auditor's office will coordinate transfers and vendor onboarding for the capital plan work.
