Cass County commissioners approve consent items, appoint members and ok cleanup contract

The Cass County Commissioners handled consent and administrative business Feb. 17, approving the regular meeting minutes, claims and payroll, and adopting a resolution addressing ADA compliance so the county can meet requirements for certain federal funds.
Chair introduced Resolution 2026-03, which county staff said was prepared by HR in coordination with highway and other departments; staff confirmed the Title VI/ADA materials had been updated and signatures were being collected. Mitch Hansel of USI Consultants said his firm prepared the Title VI and ADA plan, updated cost estimates, and would collect and email the signatures to county staff. The board moved and approved the resolution by voice vote.
The board also approved a cleanup contract for 1475 Lendly Street in Young America (William Excavating) with contract pricing presented in the planning memo: $150 per vehicle removal, $1,800 per lump‑sum dumpster load for trash and $2,500 per dumpster load for tires. Commissioners approved the contract by voice vote and said the cleanup addresses a longstanding community concern.
On appointments, the board welcomed Roger Spencer as the county’s third commissioner and moved to appoint him, by virtue of office, to the drainage board, the transportation advisory committee and the regional workforce development board. Chair also announced that Bob Barrett was appointed to the Cass County Board of Zoning Appeals for an additional four‑year term; commissioners approved the appointments by voice vote.
Those consent actions were routine and carried by voice votes with no roll-call tallies recorded in the meeting transcript.
