Council appoints Amy Streator to economic development panel, discusses staffing and adopts offender registration fee ordinance

Peg Ehlers moved to appoint Amy Streator; the motion was seconded by Stan Wiedeman and recorded as passing 6 yes and 1 absent. Area Planning Board representatives Jeff French and Stephen Youngman informed the council that the county's Area Planning Director will retire May 31, 2026; they requested the position be advertised with a higher pay rate. Council told them to advertise with pay to be set based on experience rather than a fixed higher starting salary.
Tara Briggs of the Health Department asked the council to raise the Maternal and Child Health Coordinator (MCHC) salary from $49,140 to $52,780 for 2026; the council did not make a motion to change the posted salary during the meeting. The council discussed longer‑term staffing for animal control, noting the Dog Warden plans to retire in about two years and that Councilmen Macek, Wiedeman and Ehlers are consulting county counterparts on 2027 salary plans and will report back by the March meeting.
Separately, Councilman Andrew Decker moved to adopt an ordinance establishing annual sex or violent offender registration fees and rules for address changes; the motion was seconded by Stephanie Back and passed 6 yes and 1 absent. The agenda did not list an ordinance number. Stan Wiedeman also reported the county received a $40,000 grant from the Rising Sun Regional Foundation and the council thanked Auditor Amy Copeland for her work on the application.
