Ripley County Council approves $193,000 jail renovation appropriation and multiple year‑end transfers

Council President Pro Tem Peg Ehlers opened the meeting; Stan Wiedeman moved to approve the Nov. 17 minutes and the council unanimously approved the motion with six votes in favor and one absence (Diane Macek). The council then moved through a series of line‑item transfers and appropriations that were presented by department or fund line. Each transfer was moved, seconded and recorded in the minutes; the recorded vote for these routine measures was six yes, one absent unless otherwise noted.
Key appropriations and transfers approved included: a $193,000 LIT Jail/Renovation appropriation after an auditor correction; a $105,294.69 CCMG bituminous highway appropriation so the county could pay a highway invoice; EMS appropriations and transfers to cover a replacement computer ($909.87), new billing software ($1,539.62), Malcon reimbursements to the county ($12,563.14) and a $5,000 RCCF grant to purchase IV pumps; multiple corrections to clerk and payroll line items; reallocations of small Opioid Restricted funds; and several health FIMR grant appropriations (including a $44,000 appropriation for a FIMR coordinator position).
Motions were routinely made and seconded (movers and seconders are recorded in the minutes); where specified, motions were moved by Councilman Andrew Decker, Stan Wiedeman, Ron Decker, Stephanie Back or David Tebbing and carried on the 6–0 recorded votes with one absence.
