EMS seeks alignment on holiday pay and readies ambulance bids; change would require ordinance advertising

EMS Director Kelly Russ told the Putnam County Board of Commissioners that EMS has traditionally paid a $100 holiday stipend and asked to standardize holiday pay across the county's three 24/7 departments (EMS, Sheriff, 911). County Attorney Jim Ensley advised that such a change constitutes an ordinance amendment and must be publicly advertised before a vote. Commissioner Rick Woodall moved to approve advertising the proposed policy change, conditioned on seeing the exact revised language and the Council's agreement to provide any additional funds needed; the motion passed unanimously.
Russ also updated the board on ambulance procurement and said EMS is on the March 16 agenda for ambulance bids. Commissioners asked that administrative discussions about department handbook addenda be conducted in administrative sessions rather than during regular session business.
