Putnam County opens E911 radio bids; county consultant to verify lowest-cost proposal

Putnam County commissioners opened sealed bids for a countywide E911 radio system on Feb. 2, 2026 and took the submissions under advisement, the board was told.
E911 Director David Clodfelter told the board the county advertised for bids and presented totals from four bidders: Motorola $5,336,923.49; Advanced Radio Communications $8,340,000; J&K $7,297,769; and JES, which submitted multiple line items that — if read as a single grand total — amounted to $3,424,661.25. Clodfelter said the JES total will need verification by Pyramid, the consulting firm the county has retained to review proposals.
The board first added the radio-bid item to the agenda at Beck’s request and unanimously approved adding it for opening. The 911 board will meet with prospective vendors, review technical and pricing materials and return a recommendation to the Putnam County Board of Commissioners before any contract is awarded.
The bids cover replacement/upgrade of county radio infrastructure used by emergency services and could affect capital planning and future budgets. No award or contract signature was made at the Feb. 2 meeting; commissioners only opened the bids and referred evaluation to staff and the 911 board.
Next steps: county consultants and the 911 board will verify JES’s math and review proposal details, meet with bidders as needed, and present recommendations to the commissioners for final action.
