Pike County weighs two competing insurance packages, defers final decision
Summary

County commissioners on Feb. 17 reviewed two competing countywide insurance proposals and agreed to delay a final selection until staff completes a detailed comparison.
Tony Cochren, a Hilb Group representative, presented an EMC renewal package that showed a proposed 2026-27 total premium of $527,928, up from $451,596 the prior year, with increases concentrated in property, law enforcement and workers' compensation lines. “Worker's compensation has some optional pricing available,” Cochren told the board.
An alternative proposal presented by Lona Huffman (RT Insurance) and Bob Seville (Travelers) via Zoom listed a package with a stated preliminary total in the transcript of about $369,067 (noting some duplicate items) and included large-line limits such as earthquake ($25 million) and an umbrella/excess liability structure intended to meet the state's $5 million requirement. That package’s stated premium did not include workers' compensation, which the presenters said would require a separate estimate.
County Administrator Kristi Dischinger asked staff to review both submissions in full and to ensure nothing was missed in the coverage comparisons. “Decision will have to be made on our insurance including worker's comp at the March 2nd Commissioner's meeting,” Dischinger said. The board left final selection and the workers' compensation decision to the March meetings so staff could confirm coverage details and remove duplicated line items.
The meeting record shows no final award or vote on overall county insurance on Feb. 17; commissioners approved only routine agenda items and requested additional information before deciding.
