Jackson County Council adopts salary ordinance, advances 2026 budgets on first reading

The Jackson County Council on Sept. 17 adopted Salary Ordinance 2025D and moved ahead on first readings for multiple 2026 budgets, voting unanimously on each item.
Salary Ordinance 2025D, which sets job classifications, FLSA designations, compensatory-time rules and longevity pay calculations, passed after first and second readings by title. Councilman Brady Riley conducted the readings; the ordinance passed on recorded motions with six yes votes.
The council also adopted Additional Appropriation Ordinance 2025-#24 (Council Bill #26), which appropriates funds across several accounts, including $18,200 to the County Highway Fund (1176), $3,000 to the EMA Duke Energy Foundation Grant Fund (9137) and $6,860 to the Emergency Management Special Appropriation Fund (8102).
During new-business discussion, Carrie Tormoehlen of the probation department proposed adding a grant-funded Pretrial Services coordinator position to the 2026 salary ordinance. The coordinator post is funded for one year by a grant from the Indiana Office of Court Services, with a salary of $58,200 and benefits of $24,250; the position would be eliminated if the grant is not renewed. Councilman Brian Thompson moved to add the position to next month's salary ordinance; Councilwoman Jacquelyn Jasinski seconded the motion and it passed 6-0.
Council members also advanced first readings of multiple 2026 budgets and approved them "upon first reading," including the proposed Jackson County budget of $34,500,696 and the Brownstown Central Community School Corp. budget of $20,389,216. Each first-reading motion carried unanimously.
Sheriff Rick Meyer reported that insurance reimbursed $5,307.47 for a transport van damaged earlier in August and requested the reimbursement be returned to the commissary account; Susan Bevers advised that the commissary is a non-reverting fund and recommended moving the reimbursement into the Sheriff's department line in the General Fund instead. Councilman Riley proposed adding the amount to the Sheriff's equipment line at next month's meeting.
The council closed public hearings held for numerous taxing units and township fire protection districts and completed routine business, including approval of minutes and committee reports. The meeting adjourned and the council scheduled its next regular meeting for Oct. 15, 2025, at 8:00 a.m.
