Veterans Service Officer urges move to full-time post as new state and federal accreditation rules take effect

Cindy Barnard, Jackson County's Veterans Service Officer, told the council Jan. 21 that new state and federal rules effective Jan. 1 require staff who prepare or file veteran claims to hold licensure/accreditation and PIV card access. Barnard said the training requirements cited were 60 hours (federal, one-time), 48 hours (state, annual) and 40 hours (online, annual), and that completing those hours is impractical for the office's current part-time staff member, Erin.
Barnard described added outreach and reporting mandates and said recent federal recognition of additional herbicide exposures will likely increase workload. Because of the time demands of accreditation and the PIV-card access requirement, council members reached consensus to direct Human Resources Director Jeff Hubbard to define an appropriate job classification and prepare a Salary Ordinance amendment so the council can consider converting the position to full-time at a future meeting. No personnel action was taken at the Jan. 21 meeting.
Barnard's briefing prompted the council to request HR and the Veterans Office return with a recommended job description and associated salary ordinance language at the next regular meeting. Council discussion emphasized the training-hour totals and the practical difficulty of meeting federal and state accreditation while maintaining a part-time schedule.
