Macon County hires Warren Cabe as county manager, approves property sale and other routine measures

The Macon County Board of Commissioners on March 11 unanimously approved an employment contract that will make Interim County Manager Warren Cabe the county’s county manager, accepted an offer and entered the upset-bid process for county-owned property at 651 East Main Street, and cleared a slate of routine appointments and resolutions.
Commissioner Young moved to approve the employment agreement for Warren Cabe after County Attorney Eric Ridenour presented the proposed contract; Commissioner Shields seconded the motion and the board voted unanimously to adopt the contract. The board did not publicly discuss contract financial terms at the meeting.
On the sale of county property at 651 East Main Street, Attorney Ridenour said the county had received an offer of $175,000. Commissioner Shearl described the building as a county liability based on his inspection and moved to accept the offer and enter the upset-bid process; Commissioner Breeden seconded the motion. Ridenour noted that the successful bidder would be responsible for related publication costs; the vote to accept the offer and start the upset-bid process was unanimous.
The board also approved a resolution to abandon a portion of SR 1300 (Byrd Gap Road) at the request of Andy Russell, Division Engineer with the North Carolina Department of Transportation, after Ridenour said county records showed the section is privately maintained; that motion passed unanimously.
Other formal actions included unanimous approval of a resolution recognizing April 20–26, 2025, as Macon County Volunteer Week to honor volunteers at the Crawford Senior Center and the unanimous adoption of the consent agenda, which included minutes, budget amendments #208–210, an FY2024–25 audit contract with Martin Starnes & Associates, a $4,318.48 tax refund to Wantoot-Playmore, authorization to advertise unpaid taxes totaling $2,409,232.40, and February tax releases of $3,759.01.
Mitch Brigulio of Davenport & Company, LLC presented a Capital Improvement Plan update and a written report on credit ratings and funding scenarios, saying the county has debt capacity but that fully funding the requests would require a mix of grants, pay-as-you-go funding, and debt; Brigulio made no funding recommendations, and the board indicated that prioritization would occur during the budget process.
Appointments completed during the meeting included the reappointment of Abby Braswell as Tax Administrator (four-year term) and approvals for seats on the Macon County Public Library Board, the Fontana Regional Library Board and the Planning Board. Following a closed session to consult with the county attorney under N.C.G.S. §143-318.11(a)(3), the board finalized appointments to the Board of Equalization and Review, appointing Kristine Flag, Donald Holland, Richard Lightner, William Trick and Dwight Vinson.
The board adjourned at 8:14 p.m.
