Commissioner Josh Young elected chair as county swears in two commissioners; outgoing commissioner honored

The Macon County Board of Commissioners on Dec. 2, 2024, swore in two commissioners and elected new board leadership at a special meeting convened at 6:00 p.m.
Clerk of Superior Court Shawna Lamb administered the oath of office to Commissioner Josh Young and then to Commissioner-elect Barry Breeden; certified copies of both oaths were filed with the Clerk of Superior Court and the Clerk to the Board, the minutes state.
Interim County Manager Warren Cabe opened nominations for board chair at 6:13 p.m. Commissioner Antoine nominated Commissioner Josh Young, and Commissioner Shields seconded the nomination. Commissioner Shearl urged that the chair should be "one hundred percent in control of the agenda" and should address overly long meetings; Commissioner Young said he agreed. The board voted unanimously to elect Josh Young chair.
Minutes show that Young then opened nominations for vice chair at 6:15 p.m., nominated Commissioner Shields, and that Commissioner Antoine seconded; the board voted unanimously to select Commissioner Shields as vice chair.
Before the formal business, members of the board offered remarks honoring outgoing Commissioner Paul Higdon. Interim County Manager Warren Cabe presented Higdon with a plaque, a gavel and a nameplate recognizing his years of service. Commissioner Higdon said it had been "an honor to serve the people of Macon County," said he had tried to be a conservative and referenced "conservative Christian principles," and wished the board well.
The board also approved routine minutes and motions by unanimous vote during the meeting. The meeting was attended by all board members, Interim County Manager Warren Cabe, Deputy Clerk Tammy Keezer, Finance Director Lori Carpenter, County Attorney Eric Ridenour, county employees, media and citizens, and adjourned at 6:36 p.m.
Next steps: The board will operate under its newly elected leadership and the official oaths filed with the court record remain on file with the clerk.
