Portage County housing authority approves pay changes, moves funds to state investment pool

The Housing Authority of the County of Portage board on Sept. 10 approved personnel actions, several administrative resolutions and routine disbursements at a meeting in Stevens Point.
Executive Director Stacy Cieslewicz briefed the board on occupancy and Section 8 activity, reporting 212 households on lease under county vouchers as of Sept. 1, 2025 and several vacancies at agency properties. The board then approved July 2025 disbursements totaling $153,852.36 (motion by Sharon Mras; second by Mike Splinter). The roll call for that motion was three ayes, zero nays; Christian Budzinski was excused and one seat remained vacant.
In closed-session business conducted under Wisconsin Statutes §19.85(1)(c), the board reviewed the executive director’s annual performance evaluation and voted in open session to approve it. The board also approved a reclassification of the Housing Manager to Assistant Executive Director with a wage adjustment to $34.52 per hour, retroactive to Sept. 1, 2025 (motion by Splinter; second by Mras). Finally, the board approved a 4% increase to the 2026 salary schedule for the executive director, effective Jan. 1, 2026; the assistant executive director’s recent adjustment was noted and no additional 2026 increase for that position was applied. Each of those motions passed on roll call with three ayes, zero nays, Budzinski excused and one vacancy.
On financial and administrative matters, Cieslewicz recommended placing agency funds in the Local Government Investment Pool (LGIP) because it offered a better return than money markets or certificates of deposit. The board approved Resolution 25‑17 authorizing the executive director to deposit agency funds into the LGIP at her discretion (motion Splinter; second Mras). The board also approved Resolution 25‑18 to reallocate funding for the payroll bank account after Project III funds were no longer available (motion Mras; second Splinter).
The board reviewed and approved two HUD‑related updates: Resolution 25‑19 to amend the Annual Plan addendum and recertify the Civil Rights Certification in light of new Housing Choice Voucher inspection regulations and sections of the Housing Opportunity Through Modernization Act of 2016, and Resolution 25‑20 to update the Housing Choice Voucher Administrative Plan to reflect new HUD regulations. Both resolutions passed unanimously among members present.
The board discussed a possible monetary donation for Project I (property/building improvements) following Rural Development correspondence but took no action and agreed to revisit the topic at a future meeting. Board members approved a motion to hold the next regular meeting on Oct. 8, 2025, at 4:00 p.m. at the Housing Authority office. Chair Doubek adjourned the meeting at 5:10 p.m.
