Dublin Council approves commercial TIF for J Block office parcel (Ordinance 50-25)

The Dublin City Council approved Ordinance 50-25 on Jan. 5, 2026, which authorizes a commercial tax-increment financing (TIF) arrangement for the office building parcel in the J Block development.
Economic-development staff introduced the item. Matt Romino told council the ordinance is the second of two TIF ordinances tied to J Block; the residential-condo TIF was approved by council at the Dec. 8 meeting. He explained the commercial TIF had been placed on the Dec. 8 agenda but was postponed due to a technical issue at the Franklin County Auditor's Office and that there were no substantive changes to the legislation since the Oct. 20 public hearing. Romino said staff recommended approval after the second public hearing.
The mayor called for public comment; none was offered. Council then moved to a roll-call vote and recorded unanimous affirmative votes. The ordinance includes provisions declaring improvement of certain parcels in the Bridge Street District to be a public purpose, exempting them from taxation for TIF purposes, providing for the collection and deposit of service payments, and specifying purposes for which service payments may be expended, including authorizing compensation payments to the Dublin City School District and the Tolles Career and Technical Center.
Council recorded an affirmative roll-call vote and the ordinance was adopted; staff noted the adoption advances the project's schedule.
