EV infrastructure: Staff (JM Rayburn) presented the final EV Infrastructure Comprehensive Plan, recommending a measured rollout of primarily Level 2 chargers, an enterprise front fund to finance installations, a city-owned asset model with contracted operations and maintenance, and a fee structure for charging. The plan identifies a possible 84 additional chargers over ten years as a baseline and recommends leveraging state and federal incentives. Council members praised the plan's flexibility and recommended monitoring grant opportunities before accelerating purchases.
Signature Trail: The council adopted the Dublin Signature Trail Study, endorsing the Preferred Route Plus alignment spanning east-west from Sawmill Road to the West Innovation District, and approving a placemaking-led implementation framework including trailheads, wayfinding and phased construction. Staff emphasized the study followed 18 months of analysis and public input.
Capital and intergovernmental items: Council accepted the lowest and best bid for the Park Place Stormwater Basin Improvements Project (B3 Construction Group, $456,456) with an engineer's estimate of $473,000 and an expected completion by July 2026. The council also adopted several renewals to continue dispatching services through the Northwest Regional Emergency Communications Center to partner jurisdictions (Worthington, Hilliard, Washington Township, Norwich Township) through 2028.
What this means: The EV plan and trail study set policy direction and priorities; the stormwater contract authorizes construction to address erosion and basin edge-treatment issues; the dispatch renewals maintain a multijurisdictional communications arrangement that staff said covers roughly 55 square miles and an estimated 145,000 residents in the NREC service area.
