On the Pedestrian Tunnel Maintenance 2026 project, Gabel reported the engineer's estimate at $600,000 and the low bid from Pummel Construction Services at $516,453.47; work is expected March–July 2026 and includes careful removal and reinstallation of some public‑art panels where necessary.
For landscape maintenance, staff recommended awarding the Muirfield-maintenance contract to R&R Lawn Care and Landscaping LLC at $119,500 (about 19% under the budgeted $149,000) and the facilities landscape maintenance contract to Environmental Management Incorporated at $138,875 after disqualifying other apparent low bidders for non-responsiveness or capacity concerns.
Council asked about references and prior performance; staff said they checked references and are confident in vendor capacity. Resolutions accepting the lowest and best bids were approved on roll call.
