Dublin ARB approves first rooftop solar installation in historic residential district

The Dublin Architectural Review Board on July 23 approved a homeowner’s request to install 40 roof-mounted solar panels on a single-family house on Franklin Street, marking the first such approval under the city’s recently adopted solar regulations.
Staff planner Jamie Noble described the application as meeting the amended code’s key criteria—panel color matching the roof, a rectangular configuration to avoid scattered layouts, concealment of equipment, and a 6-inch maximum projection above the roofline to minimize visual intrusion. Noble noted the city had updated its solar rules in 2023 to improve approval rates for residential applicants.
Applicant Andrew Christensen (56 Franklin Street) told the board the proposed array would be located on side and rear roof areas, omitted from the primary Franklin Street frontage and would cover about 90% of his household’s usage. “We are definitely not leasing the panels or selling the energy back,” Christensen said, adding that the panels are solid black, anti-reflective, and come with long product warranties.
Board members praised staff and the applicant for collaboration and described the proposal as a good early example for future applicants in the historic district. The board voted in favor of the minor project review as proposed.
Staff will finalize permit documentation and confirm that the installed materials and details match the approved submittal.
