Orange County Board of Supervisors approves two proposed workers'‑comp settlements, reports multiple airport‑fire settlements

The Orange County Board of Supervisors on a reported 4‑0 vote approved two proposed workers' compensation settlements and delegated authority to county risk managers to negotiate several airport‑fire claims, the board said in a public report out from closed session.
The Clerk told the board that the panel approved a proposed $400,000 settlement in Alfred Lasheber v. County of Orange. The claimant, described in the report as a retired sheriff's investigator, alleges multiple industrial injuries including hearing loss, hypertension and heart disease. The Clerk said the agreement “remains subject to the final approval of others,” and that finalized documents will be made available through CEO Risk Management to anyone who inquires.
The board also approved a proposed $450,000 settlement in Wayne Dixon v. County of Orange. The Clerk described Dixon as a retired deputy sheriff who alleges trauma to his back, his right knee, his ankles, hearing loss and neck injuries. Like the Lasheber matter, the Clerk said the settlement is subject to additional approvals and that copies of the finalized agreement will be available through CEO Risk Management.
On the item labeled SCS 4, the Clerk said the board considered numerous pre‑litigation claims arising from the Sept. 20, 2024 airport fire and listed multiple claimants by name. The board voted 4‑0, with Supervisor Foley absent, to delegate limited settlement authority to CEO Risk Management and outside counsel to settle and resolve those claims.
In addition to those actions, the Clerk reported three city‑filed claimants have accepted county settlement proposals. Claimants associated with the Steve Knorr/Navore and Jesse Knavor households have accepted a county proposal totaling $1,700,000, the Clerk said; the Robin Putt claim that was considered in closed session on Sept. 23, 2025, has accepted a $175,000 proposal; and the Wales household claims accepted a $2,700,000 global settlement offer. The Clerk said those matters were considered in closed session on Oct. 14, 2025 or Sept. 23, 2025 as noted and that finalized settlement documents will be provided by CEO Risk Management when complete.
The Clerk reported that the board took no reportable action on SCS 1 and SCS 2. The public report repeated that the votes on the items were 4‑0 with Supervisor Foley absent; the transcript does not name the other supervisors or list individual vote‑by‑name. The Clerk closed the report out by saying, “And that's all I have today. Thank you.” The Chair then announced the next board meeting is scheduled for Tuesday, Dec. 2 at 9:30 a.m. and adjourned the session.
