Colorado House receives committee reports, introduces multiple bills and resolutions and adjourns to March 2

The session resumed when the Chair called the House to order, saying, "The House will come back to order." The clerk then read committee reports and a string of bill introductions.

The Committee on Finance recommended amending "House bill 11 o 2" and endorsed the amended bill for consideration by the Committee of the Whole, the clerk reported. The clerk also read actions from the Committee on State, Civic, Military, and Veterans Affairs: "House bill 11 30" was reported amended, "House bill 11 43" was referred to the Committee on Appropriations with a favorable recommendation, and "House bill 11 18" was reported postponed indefinitely.

The clerk introduced several newly-filed House bills and noted committee assignments. Among them: House bill 13 o 3, sponsored by Representatives Bradley and Carter and Senators Ball and Catlin, concerning technical changes to energy and carbon management statutes, was assigned to the Committee on State, Civic, Military, and Veterans Affairs; House bill 13 o 4, by Representatives Lindsey and Winter and Senators Pelton b and Henderson, concerning History Colorado's authority to dispose of certain mineral rights, was assigned to the same committee; House bill 13 o 5, by Representative Lukins and Senator Roberts, concerning alignment of state and federal statutes to enhance access to inpatient behavioral health, was assigned to the Committee on Health and Human Services; House bill 13 o 6, by Representative Duran, would create a wild-horse special license plate and was assigned to the Committee on Finance; and House bill 13 o 7, by Representatives Gilchrist and Bridal and Senators Mullica and Rich, would continue the Colorado Bridal Board pursuant to recommendations in the Department of Regulatory Agencies' 2025 sunset report and was assigned to the Committee on Health and Human Services.

The clerk also read two messages originating from the Senate as resolutions. Senate Joint Resolution 13, by Senator Simpson and Representative Stuart Kaye, recognizes youth mental health action day and was laid over one day under House rules. Senate Joint Resolution 14, by Senators Kipp and Simpson and Representatives Garcia and Johnson, declares 02/28/2026 as Rare Disease Day and was likewise laid over for one day.

House floor housekeeping included the Chair asking Representative Smith to assist with closing the desk. The Chair moved that "the house stand in adjournment until Monday, March 2 at 10AM," and the House was declared adjourned to that date and time.
