Reeves County groundwater board approves three Raney Trust drilling and production permits

The Reeves County Groundwater Conservation District on Dec. 18 approved three drilling and production permits submitted by the Raney Kimberly Beth Trust for wells on a 1,066-acre tract near County Road 232 and FM 2119 in Reeves County.
The permits — Drilling Permits #RC6468, #RC6467 and #RC6466 for wells RC3449, RC3451 and RC3453, respectively — each requested 2,419.51 acre-feet per year (AF/YR) in production and up to 500 gallons per minute (GPM). The applications list intended uses including irrigation, livestock and oil-and-gas rig supply; the permit applications also reference fracturing-related uses as an identified purpose in the application materials.
The board opened a public hearing at 5:11 p.m. and closed it at 5:13 p.m.; no members of the public spoke. On the subsequent motion to approve the permits the board voted 5-0 (motion by Director Cecil Lee; second by Director Ginny Barmore).
Board members did not record additional conditions or modifications in the meeting minutes. The district’s staff packet identifies the permit locations as Block 57, Section 40, PSL, about 1.63 miles south on CR 232 at FM 2119. The applications and the board’s approval do not themselves describe operational timing or schedule for drilling and production; any future operational permits, inspections or monitoring would be separate administrative steps.
The district’s next meeting is scheduled for Jan. 15, 2026, where related permit materials or updates could reappear on the agenda.
