Council hears updates on RV dump station, lagoon work, Lead and Copper compliance and road material offer

Jeff McCarty of Sunrise Engineering told the Council that a preconstruction meeting for the RV dump station and lagoon improvements was held before the meeting and that the contractor expects to mobilize after a Notice to Proceed dated Feb. 23, starting a 120‑day construction window with a projected completion of June 23.
McCarty said the town prioritized the RV dump station so it can begin generating revenue, and that surveyors have staked the project area. He said he would meet with USDA representatives to confirm whether grant funding in the range of $35,000–$50,000 is available to support the study needed for the proposed screen structure at the lagoon to block large debris.
Jeff also briefed the council on Lead and Copper Rule compliance: the State has funded a contractor to assist water systems in identifying unknown service‑line materials, and where records are incomplete contractors may need to excavate small inspection holes to verify service‑line material. Jeff said it is “highly unlikely that lead service lines exist locally,” but inspections are required to document compliance.
Gary Pallesen updated the Council on building upgrades and road work. Gary said ADA bathroom plumbing and fixtures are being installed, drywall was scheduled to begin around Feb. 17, and electrical and Cat6 cabling are complete; he estimated building upgrades could finish by the end of March if work proceeds as planned.
On road materials, Gary said WYDOT offered about 5,000–7,000 tons of black‑base material at no charge, but hauling and placement will be the Town’s responsibility. He estimated hauling 5,000 yards could require roughly 350 truckloads and cost about $83,000 if the Town must contract all hauling. The Council discussed asking the County for assistance with hauling and rolling and said priority streets would be Third, Fourth and Fifth Streets.
