Fulton County adopts 2026 budget with no tax increase, approves $230,699 grant and authority amendments

Wible moved to adopt the budget as presented by CFO Mike Lamb and Fiscal Administrator Sue Reed; the motion passed unanimously.
Fiscal Administrator Sue Reed told the board there were no changes to the proposed budget since it was publicly advertised. The transcript does not specify the total dollar amount of the adopted budget.

EMA/911 Director Brian Barton reviewed the grant with the commissioners; HR Administrator Mary Huston attended the discussion. The board also approved hiring Troy Wagaman as a Per Diem 911 Dispatcher, pending clearances, and a brief Salary Board meeting set the dispatcher’s salary.
The meeting included a presentation by representatives of the Bedford Fulton Joint Recreation Authority (BFJRA). The board adopted Resolution 9 of 2025 to increase the number of BFJRA board members and Resolution 10 of 2025 to authorize the authority to appoint police officers who will have the same rights regarding Authority property as other Commonwealth police officers. The board appointed Craig Cutchall to a one-year term on BFJRA expiring Jan. 3, 2027.
Procedural items included approval of accounts payable dated Dec. 30, 2025 totaling $112,913.87 (General Fund $98,764.92; Debt Service $14,148.95) and approval of Planning Commission meeting dates for FY 2026 as presented by Justin Evans for advertisement. The board entered an executive session for personnel matters from 10:01 a.m. to 10:29 a.m. and adjourned at 11:15 a.m.
