Fulton County commissioners reaffirm public defender’s 40-hour salary, approve CDBG engineering contract and several routine payments

The Fulton County Board of Commissioners met Tuesday, Feb. 17, 2026, and took unanimous action on a series of administrative and project-related items, including a reaffirmation of the public defender’s workweek, contracting for CDBG engineering services, and approval of routine payroll and accounts payable.
Commissioner Hervey P. Hann moved and the board approved reaffirming that the Public Defender’s salary will reflect a 40-hour workweek effective Jan. 1, 2026, following a meeting with Public Defender Phil Harper and Administrative Assistant Cheryl Deshong to review office matters related to the Indigent Defense Grant. The motion passed with all commissioners voting in favor.
The board approved payroll dated Feb. 20, 2026, in the amount of $126,643.71 and approved accounts payable dated Feb. 17, 2026, totaling $115,002.69. The minutes list the fund-level breakdown for the accounts payable as: General Fund $87,536.62; Liquid Fuels $3,847.31; SFC Technology Grant $374.72; SFC Evidence Based Practice $30.30; Law Library $3,327.00; 911 $13,246.68; Hazmat $46.03; and Debt Service $6,594.03.
Commissioner Hann moved to approve a contract with CES Engineering, LLC for engineering services on the Warfordsburg Senior Center CDBG project not to exceed $15,000; the board approved the contract. Separately, the board retroactively authorized Chief Clerk Stacey M. Shives to sign a CDBG Exempt Status Determination and Mitigation Measures and Conditions Form.
The board also approved a McConnell Park lease submitted by the Fulton County Chamber of Commerce and Tourism for the Strawberry Festival to be held June 11–13, 2026.
On administrative purchases, the board approved a request from Domestic Relations Director Tina Gress to buy new office furniture from W.B. Mason for the Domestic Relations Department, to be funded by the Title IV-D Incentive Account, in the amount of $6,467.15. The board approved and executed an invoice from Wessel & Company for CFO services for January 2026 in the amount of $4,340.00.
The commission voted to table a proposed contract with Pressley Ridge for services for children until additional information is provided. The meeting included two executive sessions — one for personnel matters from 8:33 a.m. to 8:59 a.m., and one for legal matters from 9:22 a.m. to 10:21 a.m. — and adjourned at 11:22 a.m.
