County discusses HB 581/FLOST sales-tax freeze and department updates at Oct. 28 work session

County staff and commissioners used the Oct. 28 work session to update the commission on departmental activity and to discuss HB 581 / the proposed FLOST sales-tax option.
Department heads reported operational items: recreation is preparing for playoffs and a breast-cancer awareness walk; community development outlined holiday events and scheduled public hearings for two conditional-use permits (105 Mustang Dr. and 454 Old Louvale Rd., proposed public hearing date Nov. 25 at 9 a.m.); public works reported repaired cross drains, a fixed motor grader, a new slab poured for a radio building and installation of new radios; animal control and public-health partners ran a rabies clinic that vaccinated and microchipped more than 100 animals.
County Manager Thomas Weaver briefed commissioners on the county’s audit review (an auditor raised items that will require reviewing earlier audits) and said the county has gone live with Paychex payroll and is advancing fiber and radio projects. Weaver and attendee Alan Horniday discussed HB 581, the proposed FLOST option: Weaver said the “F” stands for “Freeze,” explained that any implementation would require the county to opt in and then go to referendum, and said the freeze would lock taxable value at 2024 levels; Weaver and commissioners suggested the change could benefit homesteaded property owners but would require further study and a county-level decision.
No formal vote on HB 581 occurred at the work session; staff will return with additional information as needed.
