Vermilion council shortens speaking time, removes limit on how often members may speak on an item

Council President Jeff Lucas presided over the Vermilion City Council organization meeting on Jan. 2, where members approved changes to the council’s rules governing debate and public participation.
The council adopted an amendment replacing a 10‑minute limit with a 5‑minute allotment for individual speakers under Rule 9 and Rule 15(b), and removed a separate provision that prevented any member from speaking more than twice on the same subject. "The real intent is the fact of just having equity in the amount of time so that another council person can speak as well," Council President Jeff Lucas said while introducing the change.
A council member argued the switch won’t reduce members’ overall time to contribute because the rule allows members to take an additional 5‑minute turn if there is new information. "I have not seen anybody speak 10 minutes straight in my four years here," another council member said in support of the change.
Some members raised concerns about a separate proposed amendment to Rule 7 that would allow removal for failure to meet minimum meeting attendance. Several council members asked for a formal legal opinion before adopting language that could be interpreted as a qualification for elected office. "I don't think the charter allows us to do that," one member said, urging referral to the law director for review.
The council approved the speaking‑time and related rule amendments by roll‑call vote and agreed to defer discussion of attendance‑removal language until after legal review. The council also set a deadline to finalize the full set of amended rules within the next several weeks so the body can continue to refine language and cover outstanding items.
