Ada council approves claims, transfers and new backhoe purchase; OKs surplus disposal and municipal electric contract

Ada’s Village Council unanimously approved multiple claims registers and a series of interfund transfers at its Feb. 17 regular meeting, authorizing purchases and budget moves tied to the village’s 2026 spending plan.
Fiscal Officer Patty Navin presented five claims registers (2026-4A through 2026-4E). Navin told council that register 2026-4D includes the purchase of a new backhoe; the village intends to sell the existing backhoe on the GovDeals surplus auction site. Each register was approved in roll-call votes; two registers recorded individual abstentions (2026-4C: Mr. Rowe abstained; 2026-4E: Ms. Mason abstained).
Council also approved eight interfund transfers that Navarro said were included in the adopted 2026 budget: $100,000 from the General Fund to the General Obligation Debt Service Fund; $200,000 from the General Fund to the Street Fund (Operations); $100,000 from the General Fund to Capital Projects (municipal buildings); $5,000 from the General Fund to the Revitalization/Beautification Fund; $58,000 from the Pool Fund to the Pool Debt Service Fund; $125,000 from the Water Fund to the Water Capital Improvement Fund; $120,000 from the Sewer Fund to the Sewer Debt Service Fund; and $100,000 from the Storm Sewer Fund to the Storm Sewer Debt Fund. All transfers passed on recorded roll-call votes.
Buildings & Grounds moved to dispose of a list of surplus items by sale on GovDeals, with unsold items to be scrapped or donated; the motion (mover: Mr. Beck; second: Mr. Wells) passed unanimously. The council separately approved a proposed electric supply agreement for municipal buildings with NRG Business Marketing LLC and Direct Energy Business, LLC at a fixed supply rate of $0.083119 per kilowatt-hour from April 2026 through March 2030. Fiscal Officer Navin reminded council the village’s current contract expires in March and that the new agreement includes fixed capacity charges.
Next steps: the administration will publish the surplus-asset list on GovDeals and proceed with the backhoe purchase as authorized. The electric contract will take effect in April under the approved term. No ordinances or resolutions were introduced or adopted during this session.
