Reeves County groundwater board approves multiple well permits, bylaws amendments and sponsorship

At the meeting in Pecos, President Benjamin Burnham confirmed a quorum and the board approved drilling permits RC6457, RC6459 and RC6460 and production permit RC6458 for wells RC3441–RC3443 on a motion by Director Ginny Barmore, seconded by Director Nancy Martinez. The votes were recorded 6-0 in favor. The board also approved Historic Use Permit RC6465 (well RC2511 for Hiebert Ray Dean ETUX Phyllis) on a motion by Director Luke Brown, seconded by Director Barmore; that vote was 6-0.
The board opened and closed a public hearing on the Raney Kimberly Beth Trust permits at 5:49 p.m.; no public comment was received. The permit filings list each Raney well as on 3,200 acres requesting 806.5 acre-feet per year of production; the listed pump rates vary (200–500 gallons per minute) and stated uses include livestock and oil-and-gas support.
Directors also approved proposed amendments to the RCGCD bylaws after a brief public hearing that produced no comments (motion by Nancy Martinez, seconded by Cecil Lee; vote 6-0). The board approved routine financial items, including the October 2025 financial statements and payment of bills, and approved minutes from Oct. 8 and Oct. 16, 2025 (all motions passed 6-0).
The board approved a $10,000 sponsorship for Sul Ross State University’s “Water in the Desert 2026” conference on a motion by Cecil Lee, seconded by Ginny Barmore (vote 6-0). The board also approved a resolution authorizing the General Manager to support the Middle Pecos Groundwater Conservation District’s request to amend brackish groundwater production zones with the Texas Water Development Board (motion by Cecil Lee, seconded by Nancy Martinez; vote 6-0).
No public comments were received on the recorded hearings, and items flagged for further staff follow-up included forwarding reappointment information to the Reeves County Commissioners Court and gathering comparative practices on protesting injection-well applications.
The board set its next meeting for Dec. 18, 2025, and adjourned at 6:20 p.m.
