Fulton County commissioners approve IT lease, new dispatch clocks and two-year hazmat agreement

Fulton County Board of Commissioners Chairman Randy H. Bunch and Commissioner Hervey P. Hann voted Dec. 23 to approve a series of routine contracts and purchases, including a 5-year office lease and staffing SOW with Elect IT Solutions, replacement dispatch clocks for the county’s EMA/911 center and a two-year hazardous materials response agreement.
The meeting, held at the commissioners’ office in McConnellsburg, opened with prayer and the Pledge of Allegiance. Commissioners approved the Dec. 16 meeting minutes and retirement board minutes and recorded fund disbursements with a TOTAL ALL FUNDS of $111,824.17; payroll dated Dec. 26 was approved for $145,032.44.
Commissioners met with Rick Grissinger and Nelson Witmer of Elect IT Solutions (Witmer participating by Zoom) to review an IT staffing and support Statement of Work and a proposed office lease. The board approved a 5-year lease for office space at 101 Lincoln Way West in McConnellsburg at $250 per month with no scheduled increases, and approved SOW #ETM12042025-001 for IT staffing and support services. The board also authorized a $784.22 purchase of a View Station for the Treasurer’s Office, submitted by Grissinger.
EMA/911 Director Brian Barton told commissioners that the dispatch clocks at the center are more than 20 years old and need replacement. Barton said that “Pre Alert” is in place and that the system information has been distributed to local fire departments; he also summarized recent and upcoming trainings. The board approved a ComPros quote to supply and install two dispatch clocks at a cost of $4,940 (hardware and installation).
Commissioner Hann moved to approve the 2026 Mission Critical Partners Regional Support Contract for Professional Services, which the minutes note is fully grant funded. The board also approved a two-year Hazmat Team agreement with McCUTCHEON Enterprises, Inc., with county payments of $2,500 for fiscal year 2026 and $7,500 for fiscal year 2027.
Other administrative approvals included execution of a CCAP PComp contribution invoice (INVO62458) for $5,575.00 and a revision to the HR Manual, Section 213 “Travel,” requiring employees who wish to use a personal vehicle to submit a request to the commissioners in advance explaining the reason.
All listed motions in the minutes were recorded as carried with the notation “All in favor.” The meeting adjourned at 11:21 a.m.
