Orange County supervisors authorize appeal, approve two settlements and reject smoke claims

In a closed‑session report, county staff told the Orange County Board of Supervisors that the board unanimously authorized filing an appeal in Jay Campos v. County of Orange and approved two settlements — $200,000 in Christy Setterholm v. County of Orange and $150,000 in Michael Jamesseppi v. County of Orange — while rejecting multiple smoke-and-ash claims related to an airport fire.
The clerk said the authorized appeal in Jay Campos concerns allegations that the county and six deputy sheriffs committed constitutional torts under 42 U.S.C. § 1983 after a jail inmate died from a fentanyl overdose. "The board unanimously authorized the filing of an appeal in the matter of Jay Campos versus County of Orange," the clerk reported.
The board also "unanimously approved a $200,000 settlement in the matter of Christy Setterholm versus County of Orange," the clerk said, describing that matter as involving the death of a jail inmate from intoxication by fentanyl, methamphetamine and morphine. The clerk added that "the settlement approved today remains subject to the final approval of others" and that, when finalized, copies will be available through the CEO Risk Management office.
In a separate employment matter, the board "unanimously approved a $150,000 settlement in the matter of Michael Jamesseppi versus County of Orange," the clerk said. The clerk described Jamesseppi as a former maintenance employee at John Wayne Airport who alleged age discrimination, wrongful termination and retaliation. As with the other settlement, the clerk said finalization is subject to additional approvals.
The board rejected smoke-and-ash claims by claimants Espandiary, Garabidi, Irons, Juarez, Lukasova, Triggs and Rad "for lack of evidence," the clerk reported. The clerk said the board authorized CEO Risk Management to reimburse claimant Worky's actual expenses but otherwise took no reportable action on those claims.
The clerk concluded by stating the board took no other reportable action in closed session. The chair then adjourned the meeting and announced the next Board of Supervisors meeting is scheduled for Tuesday, Sept. 23, 2025, at 9:30 a.m.
Copies of finalized settlement agreements, the clerk said, will be made available through the CEO Risk Management office to anyone who inquires.
