Civil Service commission authorizes NTN testing window and Dec. patrolman postings

The Vermilion Civil Service Commission voted Thursday to authorize the National Testing Network (NTN) to operate a 30-day testing window for patrolman candidates from Jan. 2 through Feb. 1 and directed the clerk to post local patrolman openings on Dec. 4 and Dec. 11.

The action, moved by the Chair and seconded by a committee member, responds to a letter from the mayor requesting a new eligibility list because several patrol vacancies are expected. The commission also approved its October minutes earlier in the meeting.

“It's a 30-day window,” the Chair said during discussion, describing how candidates can take the national exam during that period. The Chair and other members noted that the testing process places fees and reporting through NTN rather than the commission; the panel discussed that applicants typically cover a per-report fee paid to the vendor.

A committee member who supported using NTN said the agency “really know[s] our system” and cited familiarity and competitive pricing as reasons to continue with the vendor. Commissioners agreed the commission’s designee can prescribe exam subjects as needed and that delegating subject and procedural determinations to the designee or vendor was appropriate for this cycle.

Clerk (speaker 1) said she would coordinate with staff to update salary and benefits information and to post notices to the Photo Journal, noting prior-year posting dates as a reference for scheduling. Commissioners discussed timing to avoid holiday conflicts and concluded that beginning the testing window on Jan. 2 would move candidate activity past Christmas and New Year’s holidays.

During the formal motion to authorize postings and the NTN window, roll-call-style responses in the record named Doinker, Brown, and Coomb with affirmative responses; the motion was approved. The commission discussed whether to meet in January to review incoming materials or to wait until February after the NTN window closes; members noted NTN provides candidate lists immediately when the window closes, allowing the commission to print and review applicants promptly.

Next steps: the clerk will post the Dec. 4 and Dec. 11 openings, confirm the Jan. 2–Feb. 1 NTN testing window, and make authorized notifications; the commission plans to convene to process candidate lists after the window closes.
