Hendricks County opens bids for Bridge No. 49, approves right-of-way purchase and conditions resurfacing bids on grant

The Hendricks County Board of Commissioners on Feb. 24 opened sealed bids for Bridge No. 49, approved a right-of-way purchase tied to Bridge No. 28 and authorized conditional procurement steps for a potential resurfacing project if state grant funding arrives.
Engineer John Ayers opened and read five bids for Bridge No. 49: Superior $737,564.00; Force $911,323.50; H.I.S. $927,731.00; E&B $1,000,000.67; and Rieth-Riley $1,108,751.87. Ayers said the bids would be taken under advisement and that staff would present a recommendation at a future meeting.
Ayers also presented an Agreed Findings and Judgment to acquire part of parcel 32-07-02-100-003.000-001 from Larry and Lisa Gates for $115,000 for right-of-way related to Bridge No. 28. Commissioner Bob Gentry moved to approve the agreement; the board voted unanimously, 3-0-0, to authorize the purchase.
The board approved a conditional Notice to Bidders for a 2026 resurfacing project funded by the Community Crossings Grant program, contingent on the passage of Senate Bill 179. Ayers told the commissioners that SB 179 “restructures the Community Crossings Grant funding” and staff recommended authorizing the notice now because of tight timelines for using grant dollars if the bill passes. Auditor Mila M. Shaffer recommended that the Notice be explicitly subject to the county receiving grant funds; commissioners approved the conditional approach unanimously.
Separately, the Highway Department requested and received approval to purchase two pieces of equipment from QPA vendors: a smaller bucket truck for $168,943.00 and a replacement mower for $132,492.00. Commissioners approved both purchases 3-0-0.
What happens next: the Engineer’s office will evaluate the Bridge No. 49 bids and return with a recommendation at a later date. The conditional Notice to Bidders will be published only if the county receives Community Crossings funds after any state action on SB 179.
