Hendricks County Council approves payroll and multiple supplemental appropriations

Hendricks County Council members on Feb. 17 approved a series of budget and personnel actions, voting unanimously to adopt supplemental appropriations, authorize transfers and approve an above-midpoint salary for a new highway superintendent.
The council voted 6-0 to approve the minutes of its Jan. 20 meeting before taking up payroll and budget items. County Engineer John Ayers and Commissioner President Dennis Dawes asked the council to set the new highway superintendent's salary above the midpoint for the grade. Ayers said the midpoint for the grade is $114,731 and the request was to pay $116,000, which he said is comparable to surrounding counties. Eric Wathen moved to approve the salary request and David Cox seconded; the motion carried 6-0.
Ayers also requested authorization to create a shop foreman position before the highway department moves into a new facility; President Larry Scott directed staff to prepare a job description for council review rather than approving the position on the spot.
Auditor Ann Stark opened a public hearing on additional appropriations and stated she was voiding items #2 and #12 on the published list. With no public comment, the council approved all remaining items on the list by a 6-0 vote. The Emergency Appropriation Ordinance adopted that day lists multiple line-item appropriations across funds, including a $500,000 services-and-charges entry for the council, $158,311 in jail personal-services funds, facilities services-and-charges of $100,000 and $165,765, and highway services entries totaling $735,861, among others. Two auditor personnel items (listed as #2 and #12) were explicitly voided by the auditor and not approved.
The council also approved three fund transfers reallocating previously appropriated probation funds: $100,000, $75,000 and $212,000. Those transfers were approved on a motion by Wathen and a second from Cox, 6-0.
Meeting minutes and roll-call signatures appended to the ordinance record show the council's unanimous approval and the auditor's attestation. No public opposition was recorded in the hearing.
The council did not adopt the proposed shop foreman job description at the meeting; staff were asked to return a drafted description for future review.
