Commissioners approve rezoning of former auto-repair site in Old St. Louis

The Bartholomew County Commissioners unanimously approved Ordinance No. 2026-01 on Jan. 12, rezoning a parcel at 12521 East 800 North in Old St. Louis from CC (Commercial: Community) to RE (Residential: Established).
Planning Director Jeff Bergman presented the request on behalf of property owners Brian and Lisa Warner; the site is the former location of an auto repair business and the applicants’ home sits directly west of the parcel. The Bartholomew County Plan Commission had reviewed the application at its Dec. 10, 2025 meeting and recommended approval by an 8–0 vote; no members of the public spoke at that hearing.
Commissioner London opened the floor for public comment during the commissioners’ meeting; when none was offered, Commissioner Lienhoop moved to approve the ordinance on first reading. The Board then suspended the rules, held a second reading during the same session and approved the ordinance on second reading unanimously.
The decision changes the property’s zoning designation to allow residential uses consistent with the RE district. No amendments or conditions were placed on the approval at the time of adoption.
Next steps: the ordinance was adopted immediately and will be recorded in county land use records.
