Council adopts ordinance restricting prolonged nighttime boat anchoring and approves year‑end budget adjustments

The Boca Raton City Council on Nov. 18 adopted ordinance 57‑56, which implements new 2025 state authority to regulate nighttime anchoring within municipal waterways. Staff explained the ordinance limits nighttime anchoring to no more than 30 days within any rolling six‑month period to deter long‑term or repeated overnight anchoring that can create navigational hazards and derelict vessels. The ordinance passed on a 5–0 vote.
Separately the council approved ordinance 57‑58, a fourth budget amendment for fiscal year 2024–25. Chief Financial Officer Jim Zervis outlined three adjustments: approximately $1.2 million added to the fire rescue budget for labor and overtime; roughly $1.2 million in additional retirement sustainability funds (insurance‑tax allocations) to offset public‑safety retirement costs; and a roughly $12.7 million full cost allocation transfer from the building permit fund to reflect services rendered and to support capital projects. Council passed the budget amendment 5–0 after staff clarified that the transfer recognizes amounts owed by the building permit fund to the general fund and explained planned allocations to capital improvement projects and facility rehabilitation.
