Warren County reviews 2022 comprehensive plan, assigns short-term priorities

Warren County commissioners and town council members met to review the county—omprehensive plan adopted in 2022 and agreed to identify two or three near-term priorities to pursue this year and assign responsible parties for follow-up. Moderator (speaker 2) led the discussion and urged the group to leave the meeting with a short set of actionable items.
The meeting focused on using the plan s a living roadmap: participants discussed an action-item table that lists priorities (immediate, short-, medium- and long-term), responsible parties and progress markers. "The idea behind the comprehensive plan is it tries to be a road map for the community as best you can," the Moderator said, noting that the county is roughly four years into the plan nd should check items off annually.
Officials emphasized implementation steps rather than additional planning. Speaker 1 proposed producing a searchable, digital version of the plan so staff can extract sections, incorporate new ordinances and make updates accessible online. "The first step for us is to get something that's workable," speaker 1 said, urging a modern, searchable document rather than a paper binder.
The county—oundation (represented by Michelle, speaker 8) described a supporting role focused on smaller, quality-of-place projects that the foundation can staff or seed-fund, such as farmers markets, maker events and park improvements. Michelle said the foundation has piloted makers markets and is working on a Blue Way public-access project to expand boat launches and river concerts.
Participants directed staff to ask the regional development commission (RDC) and county staff to research immediate items and return with recommendations. Several agenda items were informally assigned to a staff member named Clay to begin tracking progress. The group planned a follow-up meeting before the 2027 budget process to allow any new initiatives to be considered in next year ppropriations.
The council portion of the meeting concluded with a voice vote to adjourn. The motion to adjourn was made by the Moderator and seconded by Committee member (speaker 4).
