The staff member, speaking on the record, said the board approved a proposed $300,000 settlement in the workers' compensation case Robert Osborne v. County of Orange. According to the report, Osborne is a retired sheriff's captain who alleged cumulative trauma to his spine and cardiovascular system.
The staff member reported the board also approved a proposed $95,000 settlement in Roberto Rivas v. County of Orange. "The plaintiff alleged that the sheriff's department deputies used an unreasonable and excessive force against him during an altercation in the jail," the staff member said.
A third proposed settlement the board approved was $248,740.82 in the workers' compensation case Julian Valencia v. County of Orange. The staff member described Valencia as a retired deputy sheriff who alleged cumulative trauma to his spine and shoulder and also sought compensation related to bladder cancer.
The staff member said the settlements "remain subject to final approval of others" and that, once finalized, copies of the agreements can be obtained from CEO Risk Management. The report cited Government Code sections 54957.6 and 54956.9 as the legal basis for the closed-session discussion.
The chair closed the meeting and announced the board's next scheduled meeting is 9 a.m. on Dec. 4, 2024. The board adjourned without reporting any further actions taken in closed session.
