Board approves Rancho Mission Viejo sea basin deal, including $1 million trust and a 0.6-acre parcel transfer

The Orange County Board of Supervisors on March 25 approved an implementation agreement with Rancho Mission Viejo Phase 3 Development LLC and DMV San Juan Investment North LLC to construct and maintain a new basin intended to supplement the county’s water and flood infrastructure in unincorporated south Orange County.
Vice Chair Katrina Foley said the project has been in the works for a decade and noted a negotiated arrangement in which the developers will create a $1,000,000 trust fund to cover long-term operations and maintenance once the basin becomes county infrastructure. The developers will also transfer an approximately 0.6-acre parcel to the county at no cost for public works storage.
"We were able to hear each side's different perspectives and find some creative solutions," Foley said before moving the item. The board approved the agreement without recorded opposition.
What’s next: Public works and county counsel will finalize the implementation documents and oversee the eventual transfer and trust setup as construction proceeds; staff said long-term O&M responsibility will shift to the county when the basin is integrated into county infrastructure.
