Board moves to end voluntary investment pool participation, delays full overhaul of investment oversight

After a lengthy public and board discussion on Feb. 24, the Orange County Board of Supervisors moved to terminate the county's voluntary pool participation program and continue deliberation of two other, broader oversight changes to a subsequent meeting.
Chair Chaffee summarized a series of concerns that prompted the board's action, including delayed statutory filings and staffing and management problems in the Treasurer–Tax Collector (TTC) office. "The treasurer is nearly a year late in preparing the annual statement of assets for our fiscal year 22‑23," the chair said, noting statutory duties under state law and the resulting delay to the county's comprehensive financial reporting.
County Counsel advised the board on legal boundaries and recommended that the board adopt oversight measures consistent with statutory roles rather than dictating how an elected officer performs duties. The board accordingly approved recommended action number 3 (rescinding the voluntary pool participation program, effective June 30, 2025) and voted to continue recommended actions 1 and 2 (dissolving the existing Treasury Oversight Committee and establishing a new Investment Oversight Committee) for further public review and refinement.
Several supervisors said they want the new oversight structure to include public members with financial expertise and to preserve transparency and independence; others urged careful sequencing so that the treasurer and other stakeholders can be consulted. The board also directed staff to return with options and clarifications on membership, voting roles and how the school district representative would participate in the new committee structure.
Outcome: Recommended action 3 (rescind voluntary pool participation) was approved; recommended actions 1 and 2 were continued for a future meeting to provide more public notice and to refine committee composition and duties.
What happens next: Staff will return with revised proposals and additional public outreach; the county will process voluntary pool refunds and phase out participation by June 30, 2025, per the board's action if no other arrangements are made.
